Descriptive Statistics (DS) and Inferential Statistics (IS) are 2 parts of the science of Statistics. Typically, you have a theory about something (reading books affects IQ) . To resolve your theory you enter the world of Statistics by collecting and Describing data (DS). Then and only then can you continue with IS and test your theory. So, DS & IS are dependent. You do DS because you want to infer (IS).
Why Describe if you don’t want to infer something? If you want to infer, then you must first Describe.
