You could get by with even just a bachelors and appropriate work experience. However a Masters would be better but a PhD would probably be overkill.

I have worked as a prosecuting attorney. There is no way that any attorney in my office or any judge of the court in our county would have hired or appointed a forensic psychologist who did not have a Ph.D. This criterion is the nationwide standard.
